Since 2024, Mumbai has asked who built a board and who allowed it. PromotEdge books hoardings, screens, trains and airports only after the papers are checked. We ask for the permit and the safety papers before we ask for your money.

A strategist calls you in one working day.

/ 01 Outdoor advertising agency in Mumbai

A good siteis a safe, legal site.

Rent a board only after you have seen its permit, its safety certificate and its last inspection date. PromotEdge chooses, checks and books hoardings, screens and transit media for brands selling in Mumbai, Thane and Navi Mumbai.

So every board you pay for sits on your buyer's route, with its papers in order.

Outdoor advertising, also called OOH (out-of-home), is any ad people see while out: a hoarding over a highway, a panel in a station, a screen outside a mall. You rent the space for a set time.

Our servicing team in Mumbai plans with you online and meets you at least once every three months. Our in-house team of 65+ does the site work, with partner agencies where a job needs them. Delivered through PEXORA, a joint venture of PromotEdge and Prodigy.

Our outdoor advertising page shows the method. Press and radio are on Mumbai advertising.

/ 02 What we do for Mumbai

Outdoor,with the papers on file.

01

Hoardings with clean papers

A board is shortlisted only after we see its BMC permit, end date and latest safety certificate.

02

LED screens where allowed

Digital screens (DOOH) at premises the 2025 policy allows, with calm, still frames.

03

Metro, local trains and buses

Station, train and bus panels, rented from whoever holds those rights today.

04

Airports and airport roads

Media at Mumbai airport and Navi Mumbai's new one, for brands selling to people who fly.

05

Thane and Navi Mumbai

Sites checked with the city body that owns the ground, not with BMC's rules.

06

Mounting, photos, rechecks

Dated photos of each face and a permit recheck before every renewal.

/ 03 Why outdoor here is different

Stricter papers, new routes, three city bodies.

Four public facts, checked on 4 October 2026, shape every outdoor plan we write here.

One collapse changed the rules. On 13 May 2024 a hoarding fell on a petrol pump at Chheda Nagar, Ghatkopar. It measured 120 by 120 feet, three times the 40 by 40 feet the city allowed, and stood on railway land. 17 people died. It explains the papers we now ask for.

The city checked what was already up. A BMC (Brihanmumbai Municipal Corporation, the city body) report found 306 hoardings on railway land without its clearance, and 45 over the size limit. A board's history matters as much as its view.

The 2025 policy is final, and stricter. BMC published it on 27 November 2025. The old three zones are gone, and no hoarding may exceed 40 by 40 feet anywhere in the city. We quote no fees from it.

People move in new ways. Metro Line 3 runs 33.5 km from Cuffe Parade to Aarey JVLR, all underground. Central Railway alone runs 1,820 suburban trains a day. Mumbai airport handled about 5.53 crore passengers in 2025-26. Much of a buyer's day is spent indoors.

/ 04 Mumbai outdoor, rule by rule

What the 2025 policy asks, and what we check.

WhatIn MumbaiWhat we do about it
Size and shapeNothing over 40 by 40 feet. Shaped units need traffic police clearance. We go by the size on the permit.
Safety papers and datesBoards over 300 sq ft need an engineer's stability report. A permit lapses three months after it ends.We file each paper and recheck dates.
Lit and digital boardsLED ads are allowed at petrol pumps, malls and commercial buildings. Lit boards need a traffic police NOC (no-objection letter). No police letter, no lit booking.
Railway landIn 2017 the Bombay High Court held that BMC's sky-sign rules don't cover railway boards. BMC appealed. We want both sides' papers, or we skip it.
Footpaths and power linesNo ads on footpaths. Boards near high-tension wires need the power company's NOC.A footpath site can come down. We drop it.

Sources as cited, checked 4 October 2026. This is general guidance, not legal advice.

/ 05 How a Mumbai outdoor campaign runs

From buyer routeto permit recheck.

  1. 01

    Your buyer's day (week 1)

How do your buyers move: train, Metro, Coastal Road or flight? We start there.

  2. 02

Who owns the ground (weeks 1-2)

BMC, the railways, TMC in Thane or NMMC in Navi Mumbai. Each has its own rules.

  3. 03

    The paper check (week 2)

Permit, end date, police letter, stability certificate, last audit. A site missing one leaves the list.

  4. 04

    Visits and artwork (weeks 2-3)

We photograph each face at your buyers' hours. Artwork gets one line and one picture, written with our language partners.

  5. 05

    Mount, prove, track

Dated photos. A QR code or site-only phone number shows which board brought calls. We renew only those.

Tell us what’s not working. We’ll send you an honest one-page growth plan, free.

How we deliver it, and why

How your business model changes the plan

A shop or an online-first (D2C) brand books routes near its stores. A dealer-led maker books roads its dealers use. A property firm books near its project.

  1. Check the papers before the price. A cheap board without papers can be pulled down. A paper file for every site.
  2. Photograph each face at your buyers' hours. A hidden board is worth less than its rate. Dated photos before you book.
  3. Give every board its own QR code or phone number. What can't be measured can't be achieved. Calls by board, and renewals only for the winners.

Go deeper: Thane, Navi Mumbai and the inquiry

Two more city bodies

In May 2024 Navi Mumbai's city body removed 31 illegal hoardings. In July 2026 a Thane divider board fell, though it had a valid certificate. Thane's city body cancelled its permission and audited approved boards.

The state inquiry and festival banners

A panel led by former Chief Justice Dilip Bhosale reported in March 2026 and asked for engineers who sign false certificates to be blacklisted. BMC's festival-banner rules name only Ganesh Chaturthi and Navratri.

AI in outdoor advertising: today and next

Today: artwork mock-ups

Adobe says Firefly can generate images from text and expand an image to a new shape, so a mock-up of your artwork on a wide board is quick. Only a permit and a dated photo prove the board is real.

Next

Our view: artwork will be quicker to draft, so the paper check matters more. Want us to look at your plan? Ask us.

/ 06 Cost

What affects the cost of outdoor advertising in Mumbai.

No price list. These things move the number.

We quote after a first conversation, against a written scope, within 2 working days. Site rent, printing, mounting and travel are billed at actuals, and you approve each line first.

What affects the cost

  • Who owns the ground: BMC, the railways, a private building, TMC or NMMC
  • Format and size: a plain board, a lit board, a screen, or station and train panels
  • How long you hold it, and whether the permit runs past your dates
  • Season: sites for Dussehra (20 October) and Diwali (8 November 2026) fill first

How we quote

  1. A first call about your buyers, their routes and your dates
  2. A shortlist where every site shows its papers
  3. A written quote, site by site, for you to approve or cut

What you get in the quote

  • Each site's place, size, lighting and photo, with its permit end date
  • How each face is tracked: a QR code, phone number or offer code

When you compare quotes, ask each seller for the permit, end date and last audit. A lower rate without them is not a saving.

/ 07 What happens next

What happensafter you ask.

For projects we think we can help, this is how it goes.

  1. 01

    A strategist calls you

In one working day: a 30-minute call with one of our strategists about your business and what is not working.

  2. 02

    You get a 1-page plan

A short, honest plan: what to fix first and what we would do. It is free.

  3. 03

A quote, if you want one

If you want to go ahead, we send a quote within 2 working days.

We confirm the timeline in the quote. Contracts start at 3 months, with 30 days' notice to stop.

Planning outdoor in Mumbai?

Tell us your buyers' routes. We'll check every board's papers.

Or leave your number. A strategist calls you in one working day.

We use these details only to call you back. Privacy notice.

Straight answers.

  • Our servicing team in Mumbai plans your outdoor work with the wider team across India, hybrid and remote, with daily contact. We meet you in Mumbai at least once every three months. Site visits and mounting need people on the ground, and when a job needs it, we place our team at the site with you.

  • Yes, if the board meets the 2025 rules. Ask for the BMC permit, the engineer's stability report and the last yearly audit date. Nothing over 40 by 40 feet is allowed in the city. We recheck these papers before every booking. This is general guidance, not legal advice.

  • Yes, at the places the policy names, such as petrol pumps and malls, with a traffic police NOC. Brightness is controlled, so we plan calm, still frames with no flashing. We check each digital screen against the policy before we book it.

  • Yes, through the same servicing team. Each has its own city body and rules: Thane's audited its hoardings in July 2026, and Navi Mumbai's removed 31 illegal boards in 2024. We check every site with the body that approved it, never with BMC's rules.

  • Yes, through whoever holds the ad rights for that line or station today. Metro Line 3 is fully underground, so its ads live inside stations and trains. We find the current holder and rate for the stations your buyers use.

  • Choose the one language your buyer reads fastest, because a board gets a few seconds. Our language partners write lines in Marathi, Hindi, Gujarati and English, and our team checks the layout. We test two languages on two boards with separate QR codes when you are unsure.

  • Calls tied to a QR code or site-only number can start in the first month. Being remembered takes a few weeks of steady display. We review each site after one or two months and keep the ones that brought enquiries. We confirm the timeline in the quote.
