How FMCG distribution works in India

FMCG distribution is how a packed product, such as biscuits, soap or tea that people rebuy often, travels from your factory to a shop shelf. In India it usually runs from the company to a distributor and then to shops, with a C&F agent or super stockist between for bigger regions.

Your sales team owns this work. Marketing helps at four points, and PromotEdge works on those four.

FMCG means fast moving consumer goods. A C&F agent (carrying and forwarding agent) stores your stock in a state. A super stockist buys in bulk for a region. A distributor sells to shops on a fixed round. A wholesaler sells in bulk to small shops. A retailer, such as a kirana (neighbourhood shop), sells to the shopper. Names differ by company.

Some people who search this phrase want to become a distributor. See what distributors ask for below.

Marketing does not replace a distributor. It helps at four points: a pitch pack for the distributor, pull on the shop's own street, an easy way for shops to reorder, and a listing on quick commerce (apps that deliver in minutes from local warehouses). Retail schemes and village reach are on our FMCG marketing page.

A first 90 days plan for a new brand

For one town.

DaysWhat your team doesWhere marketing helpsWhat to check
1 to 15Choose the first area. List 100 shops that sell your category. Visit 20 and ask what sells. We write the distributor pitch from what shopkeepers said. Before you pitch a distributor, settle the name, sizes and prices on our FMCG branding page.Do shops call your price fair?
16 to 30Meet three distributors. Agree area, price ladder, payment days and returns in writing.Pitch pack and price sheet. A distributor meet if you sign two.Is the cost of damaged stock written down?
31 to 45First stock goes out. His salesman and your person visit 30 shops together.Shop board, shelf strip, reorder number. How many of the 100 shops were billed?
46 to 75Keep the round regular. Add a second town when the first is steady.Area ads, sampling in stocked shops, and a quick-commerce listing if stock can reach a nearby warehouse.Which shops reordered unasked?
76 to 90Review with the distributor. Add an area, fix a gap or stop.A one-page report.Does he want more stock or less?

Each month count numeric distribution (the share of shops that stock you out of those that sell your category) and off-take (how much those shops sell).

How big FMCG companies describe their reach

Marico: total reach and direct reach

Marico, a hair oil and food maker, says it reaches 5.8 million outlets out of 11.3 million, and about 1 million of them directly. Its Project SETU plan aims for 1.5 million direct outlets by FY27 (the year to March 2027). It says it pays for this by moving existing spend, including more sales staff and distributor commercials.

Dabur: outlets and rank

Dabur's release of 29 January 2026 says its products reach over 8.5 million outlets, making it the second most distributed company in India.

Hindustan Unilever: an ordering app for shops

HUL says it launched Shikhar in 2019 as a distributor inclusive model, and that over 1.4 million retailers are on it.

Traditional trade, modern trade and online: the split

The split in numbers

For the year to June 2026 (a moving annual total, or MAT), NielsenIQ (NIQ) puts traditional trade, meaning neighbourhood shops served through distributors, at 82% of FMCG sales, modern trade (supermarket chains) at 11% and e-commerce at 6%. Rural India was 36% of the base. In urban India the split was 72%, 18% and 10%.

Source: NIQ India FMCG Quarterly Snapshot, April to June 2026 (pages 6 and 8), read 30 October 2026

Metros and the rest

In the eight biggest metros, e-commerce was 21% of FMCG sales in April to June 2026. NIQ says non-metros were growing e-commerce three times faster, but 68% of it still came from metros. It gives no quick-commerce number.

What it means for a first area

Our view: online listings matter earlier in a metro than in a small town.

What distributors ask brands for

Who speaks for distributors

AICPDF, the All India Consumer Products Distributors Federation, says it represents "4 lakh+ FMCG distributors". That is its own figure.

Source: AICPDF, read 30 October 2026

What they asked for in June 2026

Business Today reported the federation's letter to FMCG companies. It asked for a structured rise in basic margins, a temporary fuel-linked logistics subsidy or surcharge, an end to pushing excess stock, and a round-table. It estimates that logistics, manpower and secondary transport take "₹57 out of every ₹100". The report gives no margin percentage and we found no primary source, so we print none.

What a distributor management system is

A DMS (distributor management system) is software a distributor uses to record stock, bills and what each shop buys. We found no public standard, so this is our plain description. A small brand can start with a shared sheet of shops billed each month. Marico says it uses "AI-driven smart PDAs" (handheld devices) with its sales force.

Common distribution problems for new FMCG brands

“A distributor said yes, but our stock sits in his godown.”

A distributor sells what shopkeepers ask for. Give him a pitch deck, and give shops a reason to ask. See our catalogue design and retail branding work.

“We don't know which city to start in.”

Our view: pick one town where you can reach 100 shops in six months, with a distributor you trust and a place your team can visit weekly. See our go-to-market strategy work.

“Shops buy once and never reorder.”

A reorder needs an easy path. We set up a WhatsApp number for orders that the distributor's salesman also uses. Messages go only to shops that agreed.

“We can't tell which shops really stock us.”

Bills show what the distributor bought, not what is on the shelf. Count the shops that stock you out of those that sell your category. See our analytics and tracking work.

“Shopkeepers won't give space to a brand nobody asks for.”

Make people ask. Run ads aimed at your distributor's streets, and put a board in the first shops. See our performance marketing work.

“Our distributor wants more margin than we can give.”

Write the price ladder from the MRP (maximum retail price on the pack) back to your price, and see what each stage keeps. Our view: a distributor leaves when his work costs more than the margin pays. See our trade and channel marketing work.

/ 04 Cost

What affects the cost

No price list. These things move the number.

We don't publish a price list. We quote against a written scope. Ad spend and printing are billed separately.

What affects the cost

  • Area. Towns, districts and languages.
  • Scale. Distributors and shops to win in 90 days.
  • Pitch pack. Deck, catalogue and price sheet.
  • Pull. Shop boards, area ads and sampling.
  • Listings and tracking. Quick-commerce pages, and how you count orders.

How we price it

  1. We talk for 30 minutes about your product, area and distributors
  2. We look at your price ladder, then write a scope
  3. A written quote follows within 2 working days, each cost on its own line

What you get in the quote

  • The area, distributors and shops in scope
  • A monthly report by area and distributor

How you pay

Way of workingWhen it fits
Monthly retainerPitch pack, area pull and a report; minimum 3 months, 30 days' notice to stop
ProjectA pitch pack and price sheet for one round
/ 05 Rules that touch distribution

Food-safety papers for distributors

If you sell food, your distributors need food-safety papers too.

What FSSAI lists. FSSAI (Food Safety and Standards Authority of India) runs the FoSCoS portal. Its Kind of Business sheet, updated on 1 April 2026, lists distributor, wholesaler and retailer as separate kinds of food business.

Which paper. For each, yearly turnover up to ₹1.5 crore needs a registration, up to ₹50 crore a State licence, and above that a Central licence. Limits change. General guidance, not legal advice.

So when we started this project, we had a good discussion with them. And personally, I feel PromotEdge is kind of a one stop solution for us. So basically, they provided us the whole storyboarding regarding the digital assets and how we can use those with our ambassadors programme. They helped us a lot to structurize the whole concept from our side. So in fact, there were a lot of great ideas they provided, guiding us...what we should do and what we should not do in this regard. And the best part was that they were very clear from there, from the whole blueprint. So they understood our request from the proposal and then accordingly they executed it.”

Common questions

  • FMCG distribution is how a packed product such as food, soap or tea moves from the maker to the shop. Stock usually passes through a C&F agent, a super stockist, a distributor and a wholesaler or retailer. Online is a newer channel beside it.

  • Most networks run from the company to a C&F agent, a super stockist, a distributor, a wholesaler or retailer, and the shopper. Small brands often use one distributor and nothing above him. Names differ by company, so ask what each word means in the paperwork.

  • A super stockist buys in bulk and supplies distributors across a region. A distributor buys from the company or a super stockist and sells to shops on a fixed round, often on credit. Companies use the words differently, so check the role in the agreement.

  • Pick one town, list the shops that sell your category and visit some. Meet a few distributors, write the price ladder, payment days and returns, then send first stock. Our 90-day plan shows the order. Add a second area only when the first is steady.

  • In our view: a margin that covers his costs, stock targets he can meet, payment terms he can keep, and a brand shops ask for. A distributors' federation asked for margin support in June 2026, as Business Today reported. Ask each distributor for his costs first.

  • For food, yes. FSSAI's FoSCoS sheet lists distributors, wholesalers and retailers as separate kinds of food business. Up to ₹1.5 crore a year they register, above that they need a State licence, and above ₹50 crore a Central licence. Check the current sheet.

  • We don't publish a price list. The cost depends on the areas you cover, the distributors and shops you want to win, the pitch pack, shop material and ads, and the tracking. A written quote follows within 2 working days of the first call.

  • Distribution puts your product in shops and keeps it stocked. FMCG marketing gives shoppers and shopkeepers a reason to ask for it. You need both, and distribution comes first, because an ad cannot sell a pack that is not on the shelf.

  • Ongoing monthly work has a 3-month minimum. After that you can stop with 30 days' notice. A project has a clear end, and we confirm its timeline in the quote. The smallest first step, a free 30-minute call and a one-page plan, commits you to nothing.

  • Before work starts, we agree in writing who your main contact is, how often you meet, and who signs off each piece of work. The person who plans your campaign talks to the person who designs it every day. The seniors you meet at the first call are the people who run your work.
